Migrations turned out to be a natural process and an inalienable right of the person to a free choice of the residence, movement, arrangement, employment, realization of the personal potential. Making a decision concerning migration and its realization is a result of migratory behavior. The mental regulator migratory behavior is a migratory set, i.e. the relation to the change of the place and accommodation conditions, depends on a social psychological state of the person or the migratory motivation.
